The Out-Wayne Homeless Services Coalition with support from AppelWorks is releasing the RFP along with the templates for the renewal and new project applications for the local funding competition portion of the FY 2018 HUD CoC NOFA for Out-Wayne County. Stakeholders are strongly encouraged to carefully read the RFP, the HUD NOFA for the FY 2018 CoC funding announcement, 24 CFR 578 and take advantage of additional resources listed on page 12 of the RFP for the strongest understanding of both the Coalition’s and HUD’s CoC Program priorities, scoring, and requirements.
There are three documents – each is available in a Word and PDF version:
- The RFP (only the PDF version has all exhibits attached)
- The application template for renewal projects
- The application template for new projects

All renewal applicants will need to generate a copy of an APR from HMIS for January 1 through December 31, 2017 and produce information from HMIS regarding use of the VI-SPDAT for your program (when applicable). If you have any questions about producing the data through HMIS, please e-mail Christine Chapa at firstname.lastname@example.org and cc Mitch Blum-Alexander of AppelWorks at email@example.com.
Keep in mind the deadline for submission of applications to the Ranking Committee:
- For renewals, 3pm on July 31st (extensions can be granted upon request to agencies with multiple grants up to 3pm on July 31st)
- For new projects, 3pm on August 2nd
For questions regarding the RFP or renewal and new project applications, contact AppleWorks – Mitch Blum-Alexander at firstname.lastname@example.org or Michael Appel at email@example.com. Also it would be helpful if agencies could let AppelWorks know as soon as possible if they are contemplating reducing or eliminating an existing grant, utilizing the options for expansion, transition or consolidation, or creating a new project through Bonus or the Domestic Violence (DV) Bonus or Reallocation (if available).
