The Out-Wayne County CoC, with support from AppelWorks, is releasing the RFP along with the templates for the renewal and new project applications for the local funding competition portion of the FY 2019 HUD CoC NOFA.
As of the release of this RFP, HUD has not published the FY 2019 HUD CoC NOFA. The Out-Wayne County Continuum of Care will issue amendments to this RFP as necessary after reviewing any changes to the CoC Program Competition contained in the 2019 NOFA. The development of policies, priorities, and projections for the amount of funding available listed throughout the RFP are based on the program structure detailed in the FY 2018 NOFA and are subject to change with the release of the FY 2019 NOFA.
Stakeholders are strongly encouraged to carefully read the RFP, the HUD NOFA for the FY 2019 CoC funding announcement when it is released (and the FY 2018 NOFA until that occurs), 24 CFR 578 and take advantage of additional resources listed on page 14 of the RFP for the strongest understanding of both the Out-Wayne CoC’s and HUD’s CoC Program priorities, scoring, and requirements.

Keep in mind the deadline for submission of applications to the Ranking Committee:
- For renewals, 3 pm on Friday, June 7th
- For new projects, 3 pm on Friday, June 28th
One attachment for the renewal application will be released early next week – detailed instructions to guide applicants through the process of using various data points in the APR generated from HMIS for January 1 through December 31, 2018, for calculations needed for much of the scoring criteria.
